300 LLV Louvre Van kits were imported from the Birmingham Railway Car & Wagon Co. Ltd, and assembled by A.E.Goodwin Ltd. between September 1951 and August 1953 for the NSW Government Railways.

These wagons had riveted under frames and the numbers allocated were reclaimed from previously scrapped wagons.

Initially the wagons were fitted with buffers, however the majority of these were removed later in service.
